Atlanta’s in-town neighborhoods and the first ring of suburbs were built fast between the 1950s and the 1980s. That is exactly the window when Federal Pacific Stab-Lok, Zinsco, and later Challenger equipment was ordinary. Insurers now treat those doors as a yes/no question. The city treats them as a permit in the county that contains the parcel.
A Buckhead address is City of Atlanta / Fulton. A house two miles east may be unincorporated DeKalb. A Marietta ranch is Cobb. Mr. Wise Electric’s cost article is useful because it says the quiet part: every one of those offices wants a permit, and the fee they see is usually $100–$300. Georgia Power is not the permit office
Georgia Power (or, in some suburbs, an EMC) has to be involved when the meter or the service entrance changes. They are not a substitute for the building official. If a quote bundles “we’ll call the power company” but never names the county, ask which counter will print the permit.
The only Atlanta shop that meets both listing bars — advertises Federal Pacific / Zinsco / Challenger replacement and prints a Georgia electrical contractor number on that page — is Kalahari Electrical (EN213186). Other Atlanta firms write about the same brands, including shops whose cost pages we still cite on /cost. They are omitted here because the license is not on the cited page. What to keep for the carrier
Georgia does not publish a statewide “insurance panel packet.” The practical stack is the same one California and Texas contractors describe: closed permit, inspection, invoice with the state license number. If your letter came from a national carrier, ask whether they want photos of the new label. Do not assume a verbal “we replaced it” is enough.
We did not find a public Georgia Power page that states a guaranteed outage length for a residential panel change. If a salesperson quotes a two-hour outage as a utility rule, ask them to show the document.

Who pulls it: A Georgia-licensed electrician typically pulls the permit. Mr. Wise Electric says any licensed electrician will do that and that skipping the permit is a red flag.
Mr. Wise publishes typical permit fees of $100–$300 across Fulton, Cobb, DeKalb, Gwinnett, and Cherokee. Confirm the current fee on the county or city portal that actually covers your parcel.
Utility coordination

Who disconnects: The licensed electrician coordinates any meter disconnect or service change with Georgia Power or the local EMC. We did not find a Georgia Power consumer page that authorizes homeowners to pull a sealed meter.
Outage window: Not published as a single official hour count. Local contractor pages describe ordinary residential swaps as about a day on site.
Confirm the utility on your bill before the estimate. A Georgia Power overhead service and an EMC underground service are different coordination jobs.
